Not because they cannot afford it, but because the system requires a driving licence, a vehicle registration certificate, mandatory insurance, and a trip to the RTO. Panda Pedals was built to change that. By engineering our scooter as a Low-Speed Electric Vehicle (LSEV) under the Indian Motor Vehicles Act, we legally remove every single one of those requirements. No driving licence needed. No registration at the RTO. No mandatory helmet. Panda Pedals can be ridden on Indian roads legally from the moment it is delivered to your door.

    We noticed that millions of Indians — students, senior citizens, homemakers, teenagers — had no practical way to get around independently. Public transport is overcrowded. Auto-rickshaws are expensive. And buying a conventional scooter required a licence, registration, insurance, and a trip to the RTO.

    The Indian Motor Vehicles Act has a category for Low-Speed Electric Vehicles that travel under 25 km/h.
