Not because they cannot afford it, but because the system requires a driving licence, a vehicle registration certificate, mandatory insurance, and a trip to the RTO. For students, senior citizens, homemakers, and first-time riders, these barriers are simply too high.
Panda Pedals was built to change that. By engineering our scooter as a Low-Speed Electric Vehicle (LSEV) under the Indian Motor Vehicles Act, we legally remove every single one of those requirements. No driving licence needed. No registration at the RTO. No mandatory helmet. Panda Pedals can be ridden on Indian roads legally from the moment it is delivered to your door.
This is not a loophole. It is a deliberate design choice that puts independent mobility in the hands of millions of people who have never had it before.
